Team Bios

Michael Eging

Michael was first introduced to rare diseases while a student in college when his father was diagnosed with a rare form of cancer. As with many rare families, this experience launched him on an odyssey for answers. He began his career with Senator Orrin Hatch, Republican of Utah where he developed an affinity for domestic and international policy that enhanced patient access to therapies.

 His advocacy work led to active participation and leadership in coalitions that focused on patient access to therapies across several therapeutic areas. In 2006, Michael began a focus on rare diseases particularly in oncology where he worked on state and federal issues keeping patients from accessing orphan medicines.

 Since 2017, Michael has led the Rare Access Action Project (RAAP) a coalition of life sciences and patient community stakeholders advocating for patient access to rare disease therapies. He is active with policy makers in the federal and the state governments who oversee commercial payers and government policies that provide access to care.

Matt Salmon

Matt Salmon, former Congressman of Arizona’s fifth district, is now serving as the Vice President of Government Affairs and Professor of Practice at Arizona State University. He oversees the university’s international, federal, state, local, tribal and cultural relations teams, and assists the university in advancing its global strategy in creating an institution committed to excellence, access and impact.

He represented Arizona for five terms while in Congress, prior to retiring in 2016. During his time as a U.S. Representative, Salmon was a Member of the House Committee on Foreign Affairs, serving as Chairman of the Subcommittee on the Western Hemisphere and as Chairman of the Subcommittee on Asia and the Pacific, leading numerous delegations to China.

Matt lived in Taiwan as a Mormon missionary for two years and speaks fluent Mandarin. He earned his bachelor‘s degree at Arizona State University and holds a Master of Public Administration from Brigham Young University. He and his wife, Nancy, have been married for 42 years and are the proud parents of four children and of nine grandchildren.

Mac Haddow

Mac Haddow currently is a partner at Upstream Consulting, a government relations company in Washington, D.C; former chief-of-staff at the U.S. Department of Health and Human Services during the Reagan Administration; former state legislator in Utah (1980-81); and actively lobbies on a variety of health care related issues. Mac maintains an active involvement in his community, including presently serving as the president of the Oak Valley Homeowners Association; Board Member of Rise Up Prince William, a community nonprofit promoting philanthropic activities; co-chairman of the Gainesville Magisterial District Budget Committee; chairman of Carried to Full Term, a non-profit serving at-risk pregnant women and new born children; and actively serves in church leadership positions.

Jayson S. Slotnik

Jayson S. Slotnik is a Principal and founding member of Health Policy Strategies, Inc., a Washington, D.C. based consulting firm representing innovative biotech, pharmaceutical, device, and diagnostic companies. Jayson specializes in, and counsels clients on, the impact that Medicare and Medicaid coverage, payment, reimbursement, coding, and government policies have on commercial success. He also has experience as a healthcare strategist with demonstrated success in developing and implementing both pre- and post-launch strategies as well as life cycle management tools for pharmaceutical, biotechnology, diagnostic, and device manufacturers.

Jeff Anders

Jeff Anders is the Founder and Principal of Jeffrey Anders Government Strategies, LLC, a Washington, D.C. based strategic consulting firm, focusing on federal and state government affairs, public policy, alliance development, and stakeholder engagement in the healthcare sector.

Jeff has nearly 30 years of experience and success in developing and  influencing the outcomes of federal health policy, with a focus on legislative and regulatory issues, including health care financing and delivery system reform; the Medicare and Medicaid programs;  health equity/health disparities;  federal funding,  budget and appropriations; the  Food, Drug and Cosmetic Act and the Affordable Care Act; rare disease, market access, value assessment,  and other health care funding, coverage and payment matters. He represents biopharma and medical technology companies, patient and professional organizations, academic medical centers and a variety of healthcare related coalitions. Before creating his consulting firm in 1998, Jeff served in a leadership role in government affairs and policy at the Pharmaceutical Research and Manufacturers of America (PhRMA), representing the nation’s leading research based pharmaceutical and biotechnology companies. Jeff began his public policy career working on the professional staff of the United States Senate, serving as Committee Counsel to both the Health Education Labor and Pensions (HELP) Committee and the Budget Committee, as well as Legislative Counsel to U.S. Senator Christopher J. Dodd (D- Connecticut). Jeff earned his B.A. degree in History and Political Science (magna cum laude) from Duke University and his J.D. degree from Duke University School of Law.

Evan Kozlow

Evan Kozlow has worked as a political consultant and public affairs specialist developing an extensive background in non-profit and campaign management, media production, issue advocacy and grassroots mobilization. He has helped manage and promote public policy events such as “Financing & Innovation for Global Health (FIGH), a Johnson & Johnson event that worked to develop a new platform to develop solutions to global health challenges. Evan has worked as a Chief of Staff to a Member of Congress, served as the Deputy Executive Director at the NRCC, and has played a key role in the start-up and development of several corporate entities and non-profit organizations including the Rare Access Action Project.

Kelsey Haddow

Kelsey Haddow is a passionate advocate for patient engagement and empowerment, driven by her profound belief in the importance of amplifying patient voices within the rare disease landscape. Drawing from over a decade of experience managing client-centric operations, Kelsey has exceptional skills in facilitating meaningful connections and fostering open dialogue between patients and stakeholders. Her commitment to ensuring the smooth functioning of administrative and operational tasks translates seamlessly into her advocacy work, where she works tirelessly to champion the needs and rights of patients.

Kelsey collaborates closely with life science companies and patient organizations to promote patient-centered care initiatives. Through her strategic approach and unwavering dedication, she endeavors to empower patients to become active participants in their healthcare and access journey, ultimately striving for a more inclusive and equitable access for all.
